Liz [[User:elichak|elichak]] told me the site that has an older verison of cygwin.
Install cygwinBasic from [http://ptolemy.berkeley.edu/ptolemyII/ptII4.0/cygwinBasic.exe here]. Then use cygwin 1.5 to update all the require packages execpt the make package.
