Mark D'Souza perf comments

Setup

  • Do we keep the default Cygwin setup/packages? The same goes for other installations. Do we keep the default settings for all?
  • If we didn't have VS 2003 installed, where do we store the msvcp71.dll file after we download it?
  • Need to mention that we need to install Python first, then install the other files (it depends on Python to be installed first).
